Report of the Ministry of Internal Affairs of Georgia on Fulfillment of Recommendations of the Public Defender

The Parliamentary Committee of Human Rights and Civil Integration discussed a situation regarding fulfillment of recommendations of the Public Defender of Georgia “on the Situation of the Protection of Human Rights and Freedoms in Georgia for 2013”.

A report on fulfillment of the Public Defender recommendations was presented by Head of the Legal Department of the Ministry of Internal Affairs of Georgia Zviad Okropiridze.

The Ministry of Internal Affairs of Georgia took into consideration a recommendation of the Public Defender – to investigate facts of interference with realization of powers granted to them by the Georgian legislation by representatives of the Public Defender.

According to the report, all divisions of the ministry were forwarded instructions of informative character of the Minister on the powers of the Public Defender. Additionally, a recommendation letter was issued towards a worker that personally prevented representatives of the Public Defender to carry out their legal powers.

The Ministry of Internal Affairs partially fulfilled a recommendation of the Public Defender - to restrict the right of Georgian citizens to leave the country only in compliance with the regulations defined by the Georgian legislation. Currently, a legislative package is being elaborated in the ministry on the above issue that will be later presented to the Parliament for consideration. According to information provided by the Ministry of Internal Affairs the Public Defender’s Office will be involved in the project discussion.

To this day, a recommendation of the Public Defender that concerned the part of the provisions of the General Inspection of Ministry of Internal Affairs of Georgia that defines regulations on realization of powers to conduct investigation, on removal of classified status.
