Public Defender Responds to Blocking of Road by Demonstrators

On June 11, 2018, Public Defender Nino Lomjaria responded to blocking of a road in front of the Parliament of Georgia.

According to the legislation of Georgia, holding an assembly and demonstration shall be allowed on the road when holding an assembly and demonstration is impossible differently due to the number of demonstrators.

The Government of Georgia or the self-government body shall have the right to restrict the right of a person to hold a demonstration or assembly on the road if blocking of the road is conditioned by the number of people.

The Public Defender's Office is working 24 hours a day to defend the rights of Zaza Saralidze and other affected persons; she is trying to find out and study all the details of the case, which can identify the factors hindering the execution of justice and all the persons involved in this crime. The Office is also trying to eliminate the systemic problem.

"Obviously, the scope of our task goes beyond one particular case and shows other global problems. This is a case, the agenda of which includes the protection of the rights of Dato Saralidze, as well as the rights and interests of other deceased children.

I fully understand the personal emotions and anger that Mr. Zaza or any other demonstrator may have. However, it is necessary the expression of protest to be lawful. Blocking of the road will only affect the population that daily moves there, who, at the same time, support Mr. Zaza, - said Nino Lomjaria.

The Public Defender welcomes all forms of protest, but at the same time, believes that it is necessary the protest to be peaceful and legitimate, which, first of all, means that the rights of other persons should not be violated; at the same time, it is necessary that the measures used for protecting order to be proportionate and adequate.
