2013 – Support from Eurasia Partnership Foundation

The 5-month pilot project, supported by Eurasia PartnershipFoundation, was concluded in December 2013. The aim of the project “Expanding the representation of the Public Defender in the Kakheti region” was to promote the protection of human rights in Kakheti through appointing a contact person there. General management of the project was carried out by the non-governmental organization Human Rights Center.

During the project, the Public Defender's contact person and his assistant, on the basis of the instructions from the Public Defender's Office and the applications submitted by citizens, carried out dozens of field visits to Kakheti municipalities. During the project, 83 persons contacted the Public Defender's contact person with regard to alleged infringement of the rights through various means of communication, including the Public Defender's hotline. In addition, 17 people applied to the Public Defender's Office, 9 out of which met the criteria of eligibility and were forwarded to the Regional Division for substantive consideration.

The majority of the cases (6 cases) concerned the suspension of state social assistance for the citizens below the poverty threshold. In this regard the Public Defender’s Office sent a letter to the Gurjaani regional division of the Social Service Agency and demanded revision of conditions of specific families.

5 working meetings were held with local municipalities and non-governmental organizations working on human rights issues in order to share information and deepen cooperation.
