The Public Defender’s recommendation to the Minister of Corrections, Probation and Legal Assistance of Georgia

In accordance with Paragraph B, Article 21 of the Organic Law of Georgia on the Public Defender of Georgia, the Public Defender has addressed the Minister of Corrections, Probation and Legal Assistance of Georgia with a recommendation to immediately ensure the transfer of prisoner P.K. to Medical Institution for Defendants and Convicts No. 18, since the conditions in Gldani Establishment No. 8 are not adequate to provide him with appropriate treatment and care.  
 
 
On April 30, 2012, a representative of the Public Defender of Georgia talked with prisoner P.K. who is placed in Establishment No. 8. According to the prisoner, in 2002, he sustained a gunshot wound in the cranial area of the skull. He says that he has to ask his cellmates to help him in satisfying nature’s requirements. According to P.K., in Establishment No. 8 he is not provided with a wheelchair and with the means and environment necessary for a disabled person, and he demands to be transferred immediately to Medical Institution for Defendants and Convicts No. 18.
 
The Public Defender’s Office of Georgia has also received a conclusion of an alternative commission’s medical forensic examination conducted by an independent center for forensic examination Vector LLC, which confirms that P.K. can only stand and walk using auxiliary means.
