Special Report - “Right of Access to Justice for Children in State Care”

The Public Defender’s Office of Georgia, with the support of the USAID Rule of Law Program, has prepared a Special Report on “Right of Access to Justice for Children in State Care”.

The document addresses the acute challenges relating to the awareness of children in state care and specialists working with children about child's rights and protection mechanisms, challenges occurring in practice, experiences of children while communicating with representatives of state agencies, their observation of participation in the process of execution of justice, and children’s opinions.

The report is based on the analysis of interviews conducted with 74 children in 38 childcare and upbringing institutions across Georgia, individual interviews with 43 people employed in the state care institutions, group and individual interviews with specialists working with children, and analysis of data and information requested from all relevant state agencies.

Based on the challenges identified as a result of the research, the Public Defender's Office developed recommendations in order to raise awareness among children and specialists working with children about children's rights, as well as to eliminate challenges in terms of access to justice for children in state care.
