Report on the state of Human Rights in institutions for Persons with Disabilities

The present report covers the results of monitoring carried out in residential institutions for persons with disabilities on June 12-29, 2012, by the Special Preventive Group of the Public Defender of Georgia within the mandate of the National Preventive Mechanism.

During the monitoring, the members of the group inspected the infrastructure and interviewed the directors, medical staff , physicians, and social workers of all the aforementioned institutions. They also interviewed benefi ciaries in a confi dential environment. In the process of the monitoring, the group members checked the documents and logs kept in the institutions.

It should be assessed positively that in the process of the monitoring the members of the Special Preventive Group did not encounter any obstacles created by the administrations of the institutions. The monitoring was carried out in partnership with international organization Disability Rights International and with the fi nancial support of Open Society – Georgia.
