Proposal to Chief Prosecutor on Launching Investigation into Alleged Ill-treatment of Defendant by Police Officers

On June 7, 2017, the Public Defender of Georgia addressed the Chief Prosecutor of Georgia with a proposal to launch an investigation into the alleged ill-treatment of defendant D.G. by police officers.

At the meeting with the Public Defender's representative in the Tbilisi temporary detention isolator on June 5, 2017, the detainee said that he was arrested by the officers of the 10th division of the Gldani-Nadzaladevi division of the Tbilisi Police Department on June 5, 2017, between 3:00 and 4:00 am.

During the detention and after being taken to the department, several police officers physically and verbally abused him. At the same time, he was threatened with sexual violence. According to D.G., he was taken to the temporary detention isolator at about 9:00 am, but he was not admitted there due to multiple injuries. D.G. was taken to a medical clinic for treatment, while he was placed in the isolator only at about 20:20.

According to the detainee's medical examination protocol drawn up in the temporary detention isolator, as well as at the meeting with the representative of the Public Defender, D.G. had injuries.

The Public Defender of Georgia considers that an investigation must be immediately launched into the alleged ill-treatment of the defendant and it should be carried out by the Prosecutor's Office of Georgia; all necessary investigative actions should be taken in order to ensure effective conduct of the investigation.
