Public Defender's Annual Report and Parliamentary Enforcement Mechanisms

On 10 December 2018, Public Defender Nino Lomjaria attended a conference on the role of the Human Rights and Civil Integration Committee in the process of supervising the protection of human rights in Georgia. The event was held in the Parliament of Georgia.

In her speech, Nino Lomjaria spoke about the importance of Public Defender’s participation in parliamentary supervision and noted that the growing number of applications received by the Public Defender’s Office indicates that very important information accumulated about the human rights situation, challenges and gaps in the country.

"The process of consideration of the Public Defender's annual report has been substantially improved in recent years and the Parliament has become a place where state agencies speak about the measures taken in accordance with the Public Defender's recommendations and where significant dialogue is held on human rights issues," Nino Lomjaria said.

The Public Defender underlined that the Parliament's resolution reflected the proposals developed for the legislative body for the first time this year and indicated that the proposals would be discussed in a working group format. According to the Public Defender, her Office has already elaborated indicators for assessing the performance of the tasks set out in the Parliament’s resolution.

"Parliamentary supervision is a subject of particular importance for the Public Defender's institution and we are discussing what we can do in this process. We are going to subject our special reports to parliamentary consideration, as well as to use the Parliament’s function of studying the enforcement of normative acts, the compliance of subordinate normative acts with laws, performance of tasks given to executive authorities according to the transitional provisions of laws within the prescribed timeframe, etc. As an entity participating in these processes, we also feel responsible to use all opportunities provided by laws in practice as much as possible and we have the same expectations from our main partner - the Parliament of Georgia," the Public Defender said.
