The Public Defender’s recommendation to the Minister of Internally Displaced Persons from the Occupied Territories, Accommodation and Refugees

In accordance in Paragraph B of Article 21 of the Georgian Organic Law on the Public Defender of Georgia, the Public Defender has addressed the Minister of Internally Displaced Persons from the Occupied Territories, Accommodation and Refugees of Georgia, Koba Subeliani, with a recommendation to take into consideration the hard socio-economic and living conditions of citizen Susana Makatsaria and provide her with a living space within the shortest terms possible.

On February 13, 2012, the Public Defender of Georgia received an application of an IDP, Susana Makatsaria. She explained that she had been living in the so-called “private sector” for years. The aforementioned is confirmed by an IDP card submitted to the Public Defender’s Office which indicates Khornabuji 29, Nadzaladevi District, Tbilisi, as the address of S. Makatsaria’s temporary residence. According to the application, due to hard financial situation, Susana Makatrsaria left her residence and is now living in a booth, under severe conditions, and demands to be provided with a living space.

Representatives of the Public Defender of Georgia have visited Gudamakari Street 4, Tbilisi. As a result of the monitoring, it was established that S. Makatsaria is, in fact, living under extremely severe conditions, more specifically, in a booth with an area of about 3 square meters. There are no water faucets and other minimal amenities necessary for normal living in the booth. As the applicant explained, she had applied to the Ministry of Internally Displaced Persons from the Occupied Territories, Accommodation and Refugees of Georgia on May 11, 2008, and March 24, 2010, though she is yet to be provided with a living space.
