Office of the Public Defender of Georgia Elaborated Strategy and Organizational Development Plan

During May-August 2018, Office of the Public Defender of Georgia, together with the Sinergy Group, carried out intensive work on the development of the strategy and organizational structure. As a result, On September 14, 2018 strategic objectives and priorities of organizational development of the Office of the Public Defender for 2019-2021 as well as its Action Plan for 2019 were approved.

Initially, based on the special methodology developed by the Sinergy Group, activities and organizational structure of the Office of the Public Defender of Georgia were assessed with maximum involvement of employees of the Office and interested stakeholders. Afterwards, strategic objectives were developed and Action Plan for 2019 prepared. For effective implementation of the strategy, review of the organizational strategy is planned; to this end, project of structural changes has been provided.

It shall be noted, that despite the expansion of the mandate of the Public Defender of Georgia and establishing additional guarantees for his/her independence, unified assessment of the work of the Office and elaboration of organizational development strategy has not been conducted for years. This in itself constitutes important precondition for setting high standards of human rights protection.

Office of the Public Defender of Georgia aims structural reorganization to reach the established objectives by the proper system and correctly organized processes. Among others, reorganization includes correct distribution of structural units and employees and more effective use of their resources. Furthermore, Public Defender will organize meetings in the nearest future to provide the public and interested stakeholders with detailed information on changes planned at the Office.

Process of development of the strategy and organizational structure was conducted with the financial support of the EU in the framework of the project “Fight Against All Forms of Discrimination in Georgia”.
